Never lose focus (if "hide on lose focus" is not set)

Expanding on http://guake.org/ticket/112:

It would be great to never lose focus while guake is active on default. Imho you either want quake to focus out and hide, or to stay on screen and focused. I think this would improve on usability.

Tried to set a window rule in compiz to keep it "above", but that didn't do the trick.

Emm, sorry that didn't make too much sense - what I was trying to propose was "never lose focus" in case it is not explicitly requested, i.e. just ignore focus grabs from starting programs or pidgin windows. I have no idea if this could be implemented at all and what effort it would require though.
